Od ponad 20 lat Stowarzyszenie zajmuje si\u0119 zarz\u0105dzaniem unijnymi i krajowymi \u015brodkami, kt\u00f3re w znacz\u0105cy spos\u00f3b wp\u0142ywaj\u0105 na rozw\u00f3j lokalnych spo\u0142eczno\u015bci i ca\u0142ego pogranicza. Razem ze stron\u0105 niemieck\u0105 Zwi\u0105zkiem Komunalnym Europaregion POMERANIA (Kommunalgemeinschaft Europaregion POMERANIA e.V.), tworzymy Euroregion Pomerania. Cz\u0142onkami SGPEP jest blisko 100 gmin i powiat\u00f3w wojew\u00f3dztwa zachodniopomorskiego.<\/p><p style=\"text-align: justify;\">Pocz\u0105tki dzia\u0142alno\u015bci Stowarzyszenia si\u0119gaj\u0105 1992 roku, kiedy to \u00f3wczesny wojewoda szczeci\u0144ski Marek Ta\u0142asiewicz przedstawi\u0142 konsulom Danii, Szwecji i Republiki Federalnej Niemiec koncepcj\u0119 Euroregionu Pomerania, w kt\u00f3rym kluczow\u0105 rol\u0119 po stronie polskiej mia\u0142 pe\u0142ni\u0107 komunalny zwi\u0105zek celowy.<\/p><p style=\"text-align: justify;\"><strong>7 maja 1993 r.<\/strong> Sejmik Samorz\u0105dowy Wojew\u00f3dztwa Szczeci\u0144skiego opracowa\u0142 i uzgodni\u0142 z Urz\u0119dem Rady Ministr\u00f3w i wojewod\u0105 szczeci\u0144skim statut Komunalnego Zwi\u0105zku Celowego Gmin Pomorza Zachodniego \u201ePomerania\u201d (KZC GPZ \u201ePomerania\u201d).<\/p><p style=\"text-align: justify;\"><strong>29 sierpnia<\/strong> w Sali Rycerskiej Urz\u0119du Wojew\u00f3dzkiego w Szczecinie odby\u0142 si\u0119 zjazd za\u0142o\u017cycielski Komunalnego Zwi\u0105zku Celowego Pomorza Zachodniego \u201ePomerania\u201d. W zje\u017adzie wzi\u0119\u0142o udzia\u0142 21 reprezentant\u00f3w 13 gmin wojew\u00f3dztwa szczeci\u0144skiego: Chociwla, Chojny, Dobrej Nowogardzkiej, Goleniowa, I\u0144ska, Nowogardu, Osiny, Polic, Reska, Stargardu Szczeci\u0144skiego, gminy Stargardu Szczeci\u0144skiego, Trzci\u0144ska-Zdroju i D\u0119bna.<br \/>W trakcie zjazdu delegaci przyj\u0119li jednog\u0142o\u015bnie statut KZC GPZ \u201ePomerania\u201d i dokonali wyboru pierwszych w\u0142adz. Cz\u0142onkami zarz\u0105du KZC GPZ \u201ePomerania\u201d zostali: Miros\u0142aw Chylicki z Goleniowa, Ryszard Wasi\u0142ek ze Stargardu Szczeci\u0144skiego, Cezary Arciszewski z Polic i Krzysztof Krauze z Nowogardu. W 1995 roku z inicjatywy zwi\u0105zku powo\u0142ano dzia\u0142aj\u0105ce do dzi\u015b Forum Polskich Rejon\u00f3w Granicznych, jako porozumienie polskich stowarzysze\u0144 i zwi\u0105zk\u00f3w komunalnych rozwijaj\u0105cych wsp\u00f3\u0142prac\u0119 transgraniczn\u0105 na wszystkich polskich granicach.<\/p><p style=\"text-align: justify;\"><strong>14 lipca<\/strong> Zarz\u0105d Miasta Szczecin, Komunalny Zwi\u0105zek Celowy Gmin Pomorza Zachodniego \u201ePomerania\u201d i Zwi\u0105zek Komunalny Europaregion POMERANIA przyj\u0119\u0142y deklaracj\u0119 woli utworzenia Euroregionu Pomerania.<\/p><p style=\"text-align: justify;\"><strong>15 grudnia 1995 roku<\/strong> w szczeci\u0144skim Zamku Ksi\u0105\u017c\u0105t Pomorskich podpisano polsko-niemieck\u0105 \u201eUmow\u0119 o utworzeniu Euroregionu Pomerania\u201d, kt\u00f3rej cz\u0119\u015bci\u0105 zosta\u0142 Komunalny Zwi\u0105zek Celowy Gmin Pomorza Zachodniego \u201ePomerania\u201d.<\/p><p>\u00a0<\/p><p style=\"text-align: justify;\">W 1996 roku w ramach KZC \u201ePomerania\u201d utworzono tak\u017ce fili\u0119 Polsko-Niemieckiej Wsp\u00f3\u0142pracy M\u0142odzie\u017cy z uprawnieniami jednostki centralnej do koordynowania wsp\u00f3\u0142pracy w zakresie wymiany szkolnej i pozaszkolnej na Pomorzu Zachodnim. Rozpocz\u0119to przyznawanie pierwszych dotacji ze \u015brodk\u00f3w pomocowych Programu Phare CBC (Small Project Fund \u2013 SPF). Zwi\u0105zek odpowiada\u0142 w\u00f3wczas za zbieranie wniosk\u00f3w na ma\u0142e i \u015brednie projekty (do 5 tys. euro) oraz ich opiniowanie i rozliczanie.<\/p><p>\u00a0<\/p><p style=\"text-align: justify;\">W 1996 roku odby\u0142 si\u0119 I Polsko-Niemiecki Festiwal M\u0142odzie\u017cy w L\u00f6cknitz, w kt\u00f3rym udzia\u0142 wzi\u0119\u0142o 1,5 tys. uczni\u00f3w z Polski i Niemiec.<\/p><p style=\"text-align: justify;\">W kolejnych latach do KZC GPZ &#8222;Pomerania&#8221; przyst\u0119powa\u0142y nowe gminy i powiaty.<strong> 26 lutego 1998 roku<\/strong> do Euroregionu Pomerania do\u0142\u0105czy\u0142 szwedzki Zwi\u0105zek Gmin Skanii. Realizuje tak\u017ce projekty w\u0142asne i wspiera liczne inicjatywy w regionie.<\/span><\/p><p style=\"text-align: justify;\">Od 2006 roku stowarzyszeni zarz\u0105dza licznymi projektami o milionowych bud\u017cetach: Funduszem Ma\u0142ych Projekt\u00f3w Interreg IIIA, Interreg IVA i Interreg VA. Przyznaj\u0105c dofinansowania tysi\u0105com \u201ema\u0142ych\u201d projekt\u00f3w, w kt\u00f3rych dotacje wynios\u0142y blisko 15 mln euro. Przed nami kolejna unijna perspektywa Interreg VI A.<\/p><p style=\"text-align: justify;\">Z ka\u017cdym rokiem w si\u0142\u0119 ros\u0142a Jednostka Centralna Polsko-Niemieckiej Wsp\u00f3\u0142pracy M\u0142odzie\u017cy. Obecnie jest jedn\u0105 z najwi\u0119kszych w Polsce, dysponuj\u0105c tak\u017ce jednym z najwi\u0119kszych bud\u017cet\u00f3w.
